到2008年底,我国中小企业占全国企业总数的99%以上,上缴税收接近国家税收总额的50%,解决了75%以上的城镇居民就业。但目前我国中小企业“短寿”现象日趋严重,90%以上的企业平均寿命为2.9年。人力资源管理问题是我国中小企业发展中的致命瓶颈。本文以诊断的方式指出我国中小企业人力资源工作方面容易出现的问题,希望可以为企业根据自己的实际情况,找到切实可行的解决方法。
By the end of 2008, China’s small and medium-sized enterprises accounted for more than 99% of the total number of enterprises in the country, turned over tax revenues to nearly 50% of the total national tax revenue and solved over 75% of urban residents’ employment. However, at present, the phenomenon of “short-lived” SMEs in our country is becoming more and more serious. The average life expectancy of more than 90% of enterprises is 2.9 years. Human resource management is a fatal bottleneck in the development of SMEs in our country. This paper points out the problems which are easy to appear in the human resource work of SMEs in our country in the way of diagnosis, and hopes to find a feasible solution for the enterprises according to their own actual conditions.
