要搞好续志工作，就必须给续志一个准确的定位。续志是新修，是继首届修志后的第二届修志，是断代志。作为断代志，就是反映改革开放以来新的历史时期的历史。上限断在１９７８年，下限断在２０００年，就能够全面完整地记载１９７８－２０００年这一新的历史进程。要全面准确反映这段历史鲜明的时代特点，第一，突出改革开放；第二，必须体现党在社会主义初级阶段的基本纲领；第三，物质文明建设与精神文明建设并重；第四，“人”、“事”并重，加强对人才的记述；第五，加强对我国基本国策的记述。志体的基本形式必须继承，但内容发生了变化，形式也必须随之变化。最好的方式在章节体基础上引进年鉴的条目体，形成章节条目体的结构方式，还应根据实际内容需要，增用“专记”等体裁。
