茶油是支援國家社會主義工業建設和人民生活必需的物資。油茶林是山地和丘陵地作物,不與糧棉爭地,並能保持水土,有利於農業生產的發展。我省是茶油產區之一,廣大農民具有種植油茶的傳統習慣和豐富經驗,全省土壤、氣候、雨量都適宜於發展油茶林,除現有的茶山外,並有大量適宜種植油茶林的荒山。但是,由於過去國民黨反動政府的長期摧殘破壞,農民生活貧困,勞動力大量減少,以致油茶生產不僅沒有發展,而且原有油茶林荒蕪極爲嚴重。解放後,雖經各級黨政領導機關的重視和廣大林農的積極努力,在墾復與發展油茶林方面取得了一定的成績,但是油茶生産潛力還沒有充分發揮,現有油茶林仍有百分之三十左右未被墾復,油茶生產還遠趕不上國家和人民的需要。爲了大力墾復油茶山與積極發展油茶生產,支援國家社會主義工業建設,滿足城鄕人民生活需要,本會特佈告如下: 一、全省各級國家行政機關特別是油茶林地區國家行政機關,必須切實加强對油茶生產工作的領導,將油茶生產工作與農業生產統一安排,根據各地具體條件,立即作出分年分期的墾復與發展計劃,動員與組織羣衆,大力墾復荒蕪油茶山,積極發展油茶生產。 Tea oil is necessary to support the construction of national socialist industry and people’s lives.
