英国是近代中国遭受不平等条约压迫和束缚的祸首。在西方列强向中国逼订不平等条约的行列中，英国充当着领头羊的角色，所起作用位居首要。从劫掠条约权益来看，英国所占份量亦是首屈一指，不仅大部分是它作俑，而且所有条约特权它均要染指。对中国人民和历届政府的废约要求，英国态度尤为顽固，始终不愿放弃殖民主义立场，但终不能阻挡时代的潮流。
