实行技师聘任制是在高级技术工人中实行技术职务的一项重要政策,是劳动人事制度方面的重大改革。但是在煤矿,特别是地方煤矿如何实施工人技师的评聘工作并不是一件简单的事。从我们已完成的首批技师评聘工作的实践来看,在上级大政方针的指导下,在具体步骤上至少要着力抓好起点、重点、难点和基点(“四点”)工作。 第一、重视做好起点工作 万事开头难,不打无准备之仗,无把握之仗,这都是实践证明了的经验。自从省煤炭系统部署工人技师评聘工作后,在干部和工人中有种种思想反映。主要是;地方煤矿没有现成经验,不好搞;有的矿井临近结束,无需搞;技师比例少,与己无关;评上技师每月增加一二十元收入有实惠等等。这说明有针对性地做好思想发动和组织准备工作十分重要。具
