近年来,我国农产品质量安全事件时有发生,供给隐患日渐突出,备受公众关注。我国城乡消费结构升级和农产品伤害危机频发的矛盾,究其根源反映出我国农产品质量安全的法律规范、执法监管体制以及法律责任制度方面存在欠缺。基于我国新时期农产品质量安全现状的分析,参考新《食品安全法》的理念,从供给侧改革的视角,探讨如何完善我国农产品质量安全法律制度,以保障有效供给。
In recent years, China’s agricultural products quality and safety incidents have occurred from time to time, supply hazards have become increasingly prominent, much public concern. The contradiction between the escalation of consumption structure in urban and rural areas and the crisis of injury caused by agricultural products in our country mainly reflects the legal norms of the quality and safety of agricultural products in our country, the regulatory system of law enforcement and the legal liability system. Based on the analysis of the status quo of quality and safety of agricultural products in the new period of our country and with reference to the new “Food Safety Law” concept, this paper discusses how to perfect the legal system of quality and safety of agricultural products in order to guarantee the effective supply from the perspective of supply-side reform.
