陈铭德在办报之初,曾以四事为同人共勉之标的,即“一、传达正确消息,二、造成健全舆论,三、促进社会文化,四、救济智识贫乏。”并坚决表示:“决不官报化,传单化”。(见1931年9月《新民报》两周年纪念增刊)这是一个典型的民间报纸的立场。他的主旨就是要在中国这样一个舆论专制、民智低下的国度里,办一张不带官方色彩、不作空洞说教、代表民间声音的报纸。在以后的十多年里,陈铭德为了这个理想而不懈努力,历经沧桑。 Chen Mingde at the beginning of the newspaper, had four things for everyone to share the subject, that is, “one to convey the correct news, two, resulting in a sound public opinion, three, to promote social culture, four, poor relief knowledge.” And firmly said : “Never official, propaganda”. His main theme is to run a newspaper without official colors, without making empty promises, and representing the voice of the people in a country like China with a tyranny in its media and with low intelligence. In the following ten years, Chen Mingde made unremitting efforts for this ideal and experienced vicissitudes of life.
