做好工程造价的控制工作,对保证和加速经济发展具有非常重要的意义。本文提出应利用工程的决策、设计、施工、竣工结算阶段,对工程造价进行控制。一个建设项目往往需要数百万、上千万甚至上亿元的资金。项目建成以后能否盈利,能否达到预期效果,是每个业主非常关心的问题。这就要求工程造价管理人员对项目从立项、可行性研究、项目设计、施工直至竣工验收进行全过程跟踪,使项目造价控制贯穿于项目建设全过程。据了解,项目决策阶段及设计阶段,影响建设项目造价的可能性为30%—75%,而在实施阶段影响建设项目造价的可能性仅为5%-25%。同时控制工程造价不仅仅是防止投资突破限额,更重要的是促进建设施工、设计单位加强管理,使人力、物力、财力等有限的资源得到充分的利用,以取得最佳的经济效益和社会效益。
Doing a good job in controlling construction costs has great significance in ensuring and accelerating economic development. This paper proposes that project cost should be controlled by making use of engineering decision-making, design, construction, completion and settlement phases.
