人民银行昭通地区分行党组始终把干部交流作为培养锻炼干部、加强队伍管理和领导班子建设的重要工作来抓。分行党组一班人充分认识到:光靠增加人是不行的,只有在现有力量的基础上挖掘潜力。针对昭通地区的实际,提出了“培养人才,优化结构,调整关系,建好班子,加快改革,发展金融”的指导思想,根据上级行的有关文件精神,按照“因人制宜,扬长避短,人尽其才,才尽其用,用当其时,用当其职”的干部交流原则,制定了领导干部交流方案,并逐一付诸实施,侧重于从过去抓量的管理转到抓质的管理上,为培养干部,优化班子结构奠定了良好的基础。
