1引言2011年,国家自然科学基金(以下简称科学基金)申请规则调整,导致竞争日趋激烈,加强科学基金人才储备成为应对这一变化的有力手段之一。《国家自然科学基金“十二五”发展规划》中提出“卓越管理战略”的要求,紧接着国家自然科学基金基金委员会(以下简称自然科学基金委)又提出“精细化管理”的倡议,逐步深化了科学基金管理的内涵。作为科学基金管理者,其任务不仅是管理项目本身,更重要的是管理项目背后的人。实践表明,科研“最佳生命周期”是25—45岁,如何抓住时机、系统科学
