我省公路由于缺乏砂石材料,养护困难,路况较差。晴天尘土多,雨天泥泞不能通车,晴雨通车里程只有1,700余公里占总里程的7.4%。每年投入的小修保养费用约900万元,在缺乏砂石地区每年公里的经常养护费用为1,000~1,500元;如加铺砂石磨耗层,则每公里需5,000元左右,而使用周期尚不到一年,少的只能维持3~6个月,很不经济。因此,摆在养路工作面前的迫切任务是,如何最有效的养好公路,做到既省钱又能满足运输的要求。通过1958年在津保北线铺筑沥青表面处治、和近两年铺筑的试验路的情
