当今世界,知识经济已见端倪,科学技术突飞猛进,经济和科技竞争,越来越围绕人才和知识的竞争展开,而知识创新和科技创新,关键又在于加强科技人才队伍建设。基于这样的认识,我市在大力发展基础教育、职业教育和高等教育的同时,于２０００年１０月实施了《苏州市专业技术人员继续教育条例》(以下简称《条例》)。一年来,《条例》得到认真贯彻落实,并取得明显成效,促进了全市专业技术人员整体素质的提高。
In today’s world, the knowledge economy has taken shape and the science and technology are advancing by leaps and bounds. The competition in economy and science and technology increasingly centers on the competition for talent and knowledge. The key to knowledge innovation and technological innovation lies in strengthening the contingent of scientists and technicians. Based on this understanding, while vigorously developing basic education, vocational education and higher education, the city implemented the “Regulations on the Continuing Education of Professional and Technical Persons in Suzhou City” (the “Regulations”) in October 2000. In the past year, the “Regulations” have been earnestly implemented and achieved remarkable results, which has promoted the improvement of the overall quality of professional technicians in the city.
