社会转型时期的干群矛盾本质上属于人民内部矛盾。现阶段在矛盾主体、表现形式、发生地域、激烈程度等方面呈现出一些新特点。究其发生和激化的普遍性原因,主要存在政府利益协调不和谐、部分干部官僚主义作风严重、对矛盾定性和处理方式不当等问题。消解这一矛盾,目前应该大力发展经济,加强干部队伍建设,克服官僚主义作风,拓宽群众利益诉求渠道,创新应急处置机制。
The contradiction between the cadres and the masses in the period of social transformation is essentially an internal contradiction among the people. At this stage, some new features have emerged in the aspects of contradictions, manifestations, geographical regions, intensity and so on. The reasons for its occurrence and intensification are mainly the problems such as the incompatibility of government interests, the serious bureaucratic style of some cadres, the nature of contradictions and the improper handling methods. To resolve this contradiction, we should vigorously develop the economy, strengthen the ranks of cadres, overcome the bureaucratic style of work, broaden the channels of appeal for the masses’ interest, and create an emergency response mechanism.
