Heavy oil such as crude oil tank sediment, high viscosity asphalt and heavy oil sand oil are semi-solid, the typical sulfur content of more than 4%. To convert this type of oil into a useful fuel, it has so far been difficult because of its high viscosity and sulfur content. Japan Central Electric Power Corporation in cooperation with the International Center for Environmental Technology Transfer, with funding from the Japanese government, has developed a technology for producing low sulfur (less than 1.2% by mass fraction of sulfur) and low viscosity heavy oil from this material. Allegedly, the cost of using so-called SCW technology to produce low-sulfur heavy oil from sediment from crude oil tanks, which is now treated as waste, is half the cost of treating the waste.
