美国小企业局的官方网站www.sba.gov设有“小企业计划”、“小企业服务”、“小企业工具”和“小企业资源”等栏目,通过网络媒体为中小企业提供服务。这些栏目采取以“你”(创业者)为谈话对象的直接交流方式,缩短了服务机构与小企业的心理距离,将大话题分解成一个个的小问题,一问一答,启发“你”思考、检查自己的回答。本刊将陆续介绍,为有心到美国创业的国内企业家提供一些可利用的服务线索,为国内中小企业网络服务商提供一套可借鉴的经验和技巧,也为政策制定者提供一份可参考的思路。本期继续介绍“小企业计划”的第二部分“编制企业计划”。
