新世纪由于受到“全球化”和“欧洲一体化”的推动,国内社会经济的发展,以及为了提高就业率等因素,意大利对其教育与培训制度进行了新一轮的改革。其中法53/03的颁布具有重要的意义。它对意大利的教育与培训制度进行了重建:延长了义务教育与培训的年限;体现了教育与培训制度的“一体化”、“开放型”和“平等性”以及权利的“去中心化”等特征,并采用欧洲质量框架(EQF)对教育质量进行监控。但由于经济、政治和师资等原因,改革也引起了许多争议和问题。
In the new century, due to the promotion of “globalization” and “European integration”, the development of social and economic development in China, and the promotion of employment, Italy conducted a new round of reforms in its education and training system. The enactment of Law 53/03 is of great significance. It has re-established the education and training system in Italy: extending the length of compulsory education and training; reflecting the “integration”, “openness” and “equality” of education and training systems and the right “Decentralization ” and other characteristics, and use the European Quality Framework (EQF) to monitor the quality of education.
