In the late summer of 1950, Chen Yi, then mayor of Shanghai, personally proposed and discussed and approved by the Shanghai Municipal Party Committee. In commemoration of the 30th anniversary of the founding of the party, he started a search for a venue for the CCP’s first congress. This task was undertaken by Yao Qi, the then vice minister of Shanghai’s Propaganda Department. He called for Shen Ziyu, a director of the Literature and Art Department of the CMC, and Yang Chongguang, the Propaganda Department of the Party Committee of the CPC Central Committee, to study specifically the plans and steps for finding a venue. The search team found Yang Shuhui, the wife of Zhou Fohai, a big-time attendant who still remained in Shanghai through Shanghai Public Security Bureau. At the same time, from his friends in the sub weeks, he learned that Zhou Fohai wrote a memoir titled “Carrying Forward,” which records the first case of the CCP. Shen Ziyu sealed from the library
