经济建设成为情报工作主战场后,探索为主战场服务的新途径、新方式一直是情报界的热门话题。文献的开发利用程度低是多年困扰情报部门的老大难问题,改革以来尽管努力改善传统的服务方式与手段,但在服务的深度和质量上至今还没有根本性的突破,如何开拓新领域,寻求新方式、新手段已引起情报界的认真思索;科技情报要挤进主战场,要体现自身的社会存在价值,却苦于拿不出能形成大气候的拳头产品,已成为阻碍情报商品化、产业化的一大障碍。
