各级党委的秘书工作部门,是党委机关工作中的一个中枢环节。可以这么说,只要有党委领导机关,就不能没有一个承上启下、协调左右的秘书部门。我所说的党委秘书工作,包括调研工作,也包括信息、信访、查办、密码、保密工作和行政串务。这些工作,都是直接为党委领导工作服务的。既要为领导提供情况,当好决策参谋,又要参与领导决策的贯彻实施,还要协调决策前后出现的一些矛盾,承办处理一些日常事务。党委秘书工作的这种性质、这种职能和这种地位,就决定了从事秘书工作的所有工作人员,必须在政治上、思想上、行动上坚决同党中央保持高度一致。这既是政治纪律,也是对从事秘书工作人员最基本的要求。如果我们从事秘书工作的同志在思想上同党中央不合拍,跟党委不一个 Secretary of the party committees at all levels of work department, is the work of party committees a central link in the work. If our comrades engaged in secretarial work are not in line with the Party Central Committee ideologically and not with the Party committees
