Since the U.S. economy stepped out of the recession in March 1991, it has enjoyed a long term growth and maintained its momentum of sustained growth. In recent years in particular, the U.S. economy has seen steady growth while inflation, unemployment and fiscal deficits have been at a relatively low level. Specifically manifested in a moderate and steady economic growth, the stock market in New York continued to rise, the climax of mergers and the like. This phenomenon of extraordinary economic growth combined with low inflation and low unemployment obviously goes beyond the traditional interpretation of economic theory and is therefore called “the new economy” by some economists in the world. Although “new economy ” nowadays swept the world, but
