中国民航业经过二十多年的快速发展,基础设施供给不足、服务效率较低、客户体验不高的问题仍然存在。当前,增强民航业的供给能力,有两个突破口:一是航空运输业务的供给能力和效率,包括旅客运输、货邮运输“量、质、效”的提升;二是非航空性业务(以下简称“非航业务”)的供给质量和水平。航空性业务收费受到政府指导价限制,收入提升空间有限,机场要增强自身的造血能力,实现可持续发展,非航业务是主要突破口。
After more than two decades of rapid development in China’s civil aviation industry, the problem of insufficient infrastructure supply, low service efficiency and low customer experience still exists. At present, there are two breakthroughs in enhancing the supply capacity of the civil aviation industry.
