某些地方对待教育存在“百年大计不着急”的消极现象,而今年秋季开学前后,湖北蕲春县各级党政干部和教育干部面对县政府规定的“普九”指标,却感到紧张和压力。 全国和省教育工作会议之后,蕲春县通过县人大代表讨论出台了一系列硬措施,依法规范各级干部履行教育职责行为,依据计生和公安部门掌握的人口数字和教育部门的调查测算,县政府规定各乡镇小学生在校数必须达到总人口的13％以上,初中生必须达到4.5％以上,明确组织适龄儿童入学和防止学生流失属“政府行为”,并层层签订责任状。各乡镇纷纷成立由副书记或副乡(镇)长、派出所长、
