截至2011年年底,丹江口库区及上游水土保持一期工程建设任务已全面完成,累计治理水土流失面积1.45万km2,区域内水土流失治理度由2007年的7.8%提高到2011年的38.1%,年均减少丹江口入库泥沙2 000万~3 000万t。一期工程建设虽然取得了很大成绩,但仍存在投入不足、工程设计不合理等问题。2012年6月4日,国务院批复了《丹江口库区及上游水污染防治和水土保持“十二五”规划》。按照批复的意见,二期工程水土保持工作的目标是:治理水土流失面积6 295 km2,实施坡改梯315 km2;水土流失累计治理程度达到50%以上,项目区林草覆盖率增加5%~10%;年均增加调蓄能力2亿m3以上,年均减少土壤侵蚀量1 000万~2 000万t。为确保二期工程建设任务如期保质保量地完成,各地一定要高度重视,切实加强组织领导、前期工作、建设管理、机制创新和宣传教育。
As of the end of 2011, the task of constructing the first phase of Danjiangkou reservoir area and the upper reaches of soil and water conservation has been completed. The accumulated area of water and soil erosion was 14,500 km2. The degree of soil and water loss control in the area increased from 7.8% in 2007 to 38.1% in 2011, The average annual reduction of Danjiangkou sediment storage 20 million ~ 30 million t. Although the first phase of construction has made great achievements, there are still some problems such as insufficient investment and unreasonable engineering design. On June 4, 2012, the State Council approved the “12th Five-Year Plan for Water Pollution Prevention and Control and Soil and Water Conservation in Danjiangkou Reservoir Area and Upstream.” According to the opinions of the replies, the objectives of water and soil conservation work of Phase II project are to control 6 295 km2 of soil and water loss and implement 315 km2 of slope alteration and elevation; the cumulative degree of soil and water loss control is over 50% and the coverage rate of forest and grass in the project area is increased by 5% 10% annual increase in storage capacity of 200 million cubic meters or more, with an average annual reduction of soil erosion 10 million to 20 million t. In order to ensure the completion of Phase II construction tasks on schedule and on quality and quantity, all localities must attach great importance to effectively strengthen organizational leadership, preliminary work, construction management, mechanism innovation and publicity and education.
