美国在卫生保健方面当前存在的问题,促使人们要尽早采取相应措施。虽曾就如何降低日益高涨的医疗费用,以及增加低收入和未参加医疗保险者的就医机会等,提出过多种解决办法,但迄今为止对一些关键性专用词仍存在着理解和解释上的分歧,倘能尽快统一定义,则将会有助于推进这场意见纷纭、旷日持久的讨论。为此,笔者倡议使用以下三项解释:(1)配给:是指参照必要的卫生保健服务指标,对享受不均进行的必要调剂;(2)保健需求:是指已被充分证明能以纯津贴方式的病人有效地提供针对性必需的临床服务;(3)基本津贴计划:是指为所有参照相应临床指标认可的必要保健需求提供详尽的保险金计划。
The current problems in the U.S. in health care have prompted people to take appropriate measures as soon as possible. Although various solutions have been proposed on how to reduce the ever-increasing medical costs and increase access to medical services for low-income and non-medical insurers, so far there are still some key special words that are understood and explained. Disagreements, if they can be defined as soon as possible, will help promote this diverse and long-lasting discussion. For this reason, the author proposes to use the following three explanations: (1) ration: Refers to the necessary health care service indicators, necessary adjustments to uneven enjoyment; (2) Health care needs: It means that it has been fully proved to be a pure allowance. Patients in the form of effective provision of targeted clinical services; (3) Basic benefit plan: refers to a detailed plan covering all necessary health care needs recognized by the corresponding clinical indicators.
