在农业部农垦局、宁夏回族自治区政府的关怀下。在宁夏农垦局的鼎力支持下,由中国农垦北方稻作协会主持,一年一度的中国农垦北方稻作学术暨生产技术经验交流会于1995年9月4日在银川市长相忆宾馆隆重开幕,会议历时4天,于9月7日圆满结束。开幕式盛况空前,宁夏回族自治区主席自立忱、人大副主任张立志、政协副主席吴尚贤以及自治区科委、农垦局、农业厅、农学院、农林科学院、科协、农学会等有关部门领导同志光临会议,农业部农垦局委托王樟土同志(本协会副理事长)、侯全章同志参加并指导了会议,白立忱主席在开幕
