交通区域差别政策是将交通系统总体发展策略落实到分区域发展方案的重要手段。基于上海市中心区、外围区、中心城周边地区以及新城等4类区域人口、岗位及用地特征的差异,分析了4类区域交通需求、供给与运行特征的演变,研判了面向2040年各区域交通发展趋势及面临的关键问题,从而有针对性地提出各区域差别化交通发展的目标、模式和引导策略,给出轨道交通、常规公交、个体机动化交通及慢行交通的发展路径和关键措施。研究成果不仅为上海2040城市总体规划的交通战略明确了分区域发展的思路与重点,也可为其他大城市制定交通差别化策略提供可比较、可借鉴的范例。
Transport Regional Disparities Policy is an important means of implementing the overall transport system development strategy to subregional development programs. Based on the differences of population, post and land use characteristics in four kinds of regions such as downtown area, periphery area, surrounding area of central city and Xincheng area, the evolution of traffic demand, supply and operation characteristics in four types of area is analyzed. Traffic development trends and the key issues facing them, so as to put forward the target, mode and guiding strategy of differentiated traffic development in different regions in a targeted manner and give the development path and key of rail transit, conventional bus, individual motorized traffic and slow traffic Measures. The research results not only clear the train of thought and emphasis of sub-regional development for the traffic strategy of Shanghai 2040 city master plan, but also provide a comparable and reference example for traffic diversification strategy in other big cities.
