水是生命之源、生产之要、生态之基,是支撑保障城乡发展的基础和命脉。进一步加强本市水务改革发展,确保首都水安全,事关首都经济社会健康发展和稳定大局。根据《中共中央、国务院关于加快水利改革发展的决定》(中发〔2011〕1号),现就进一步加强本市水务改革发展提出如下意见。
Water is the source of life, the essence of production and the foundation of ecology. It is the foundation and lifeline for supporting the development of urban and rural areas. Further strengthening the reform and development of water resources in the Municipality and ensuring the safety of the water in the capital are related to the sound development and stability of the economy and society in the capital. According to the Decision of the CPC Central Committee and the State Council on Accelerating the Reform and Development of Water Conservancy (Zhongfa [2011] No.1), we hereby put forward the following opinions on further strengthening the reform and development of water resources in our city.
