江泽民同志在党的十五大报告中把“通过改革和探索,建立和完善比较成熟的充满活力的社会主义市场经济体制”,确认为社会主义初级阶段的重要特征和任务之一。明确提出了“要加快国民经济市场化进程”,“要坚持社会主义市场经济体制的改革方向,使改革在一些重大方面取得新的突破”的历史使命。虽然在卫生事业是否具有经济性质、卫生经济运行中是否存在市场机制等问题上,人们的认识尚不一致(我个人对此是深信不疑的),但这并不妨褥我们在学习贯彻十五大精神时,以报告上的论断以及其它一系列论述为指针,深入思考一下如何继续深化卫生改革,争取“新的突破”。为此,本文拟不揣冒昧谈一些粗浅体会,求教于卫生部门的有关领导和专家。一、在国民经济市场化进程中,准确把握医 In his report to the 15th CPC National Congress, Comrade Jiang Zemin identified “through reform and exploration, the establishment and improvement of a relatively mature and vibrant socialist market economic system” as one of the important characteristics and tasks of the primary stage of socialism. Although people’s understanding of the economic nature of the health industry and the existence of market mechanisms in the operation of the health economy is still inconsistent (I personally believe it), it does not mean that we are learning and implementing the Fifteenth Congress. In the spirit, using the report’s arguments and other series of discussions as a guideline, we should further consider how to continue to deepen the health reform and strive for “new breakthroughs”.
