温家宝总理10月15日在十七届五中全会上,做了“关于制定国民经济和社会发展第十二个五年规划建议的说明”。在报告中温总理主要讲了“十二五规划”的主题,主线,主要任务和重大举措。在讲“十二五”时期发展社会事业和改善民生的主要任务时,温总理强调了“科教兴国战略和人才强国战略”。他说建设人才强国。应该首先认识“人才是第一资源。”应该“更好地为全面建设小康社会提供坚强的人才保证和智力支持,必须大力实施人才强国战略,统筹推进各类人才队伍建设。”中组部4日召开全国组织部长学习贯彻党的十七届五中全会精神座谈会。中共中央政治局委员、中央书记处书记、中组部部长李源潮指出:实现“十二五”目标,领导班子和领导干部是关键。要坚持德才兼备、以德为先用人标准,为科学发展选好干部、配好班子。要继续以增强党性为核心、提高能力为重点,加强干部教育培训。要加强领导干部群众观教育,提高做好群众工作本领。要深化干部人事制度改革,完善干部选拔任用机制,健全考核评价制度,形成有利于科学发展的用人导向。从实践中我们深切体会到,核心人才是企业兴衰的重要决定性因素。下面介绍的上海振华重工(集团)股份有限公司的创业经验,就是一个例子。
