交通一体化助推“一带一盟”对接

中国国家主席习近平2013年9月访问哈萨克斯坦期间提出“丝绸之路经济带”的伟大构想,经过近3年的传播和推动,沿线国家对“丝绸之路经济带”的建设已经由国际倡议转化为实际行动,由宣传和认识逐步进入操作实施阶段。2015年5月,习近平主席和普京总统在莫斯科签署并发表了《中华人民共和国与俄罗斯联邦关于“丝绸之路经济带”建设和欧亚经济联盟建设对接合作的联合声明》,提出开展投资、贸易和产能合作,加强物流、交通基础设施建设,研究推动建立中国与欧亚经济联盟自贸区这一长期目标,促进贸易、直接投资和贷款领域的本币结算,实现货币互换,深化在出口信贷、保险、项目和贸易融资、银行卡等金融领域的合作。双方将秉持透明、相互尊重、平等、各种一体化机制相互补充、向亚洲和欧洲各有关方开放等原则,通过双边和多边机制开展合作。中俄两国政府有关部门正在落实一系列重要合作共识。中俄双方强调,要将上海合作组织作为“丝绸之路经济带”与欧亚经济联盟对接合作的重要平台,拓宽两国务实合作空间,带动欧亚经济一体化发展,维护地区和平与发展。目前,如何借助上海合作组织这一平台具体落实“丝绸之路经济带”建设与欧亚经济联盟对接是问题的关键所在。“丝绸之路经济带”与欧亚经济联盟在中亚地区的对接,对推动“丝绸之路经济带”的整体建设具有示范效应。本刊编辑部特邀请中国、俄罗斯、哈萨克斯坦的专家学者进行讨论:“一带一盟”如何在中亚国家对接,上海合作组织如何在对接中发挥其机制作用,“一带一盟”在中亚对接的具体项目和优先合作领域,在推动“一带一盟”对接过程中存在哪些风险和障碍,并提出解决问题的路径和政策建议。 During the visit to Kazakhstan in September 2013, Chinese President Xi Jinping proposed the great concept of “Silk Road Economic Belt ”. In May 2015, President Xi Jinping and Putin signed and announced in Moscow Joint Statement on “Economic Cooperation between China and the Russian Federation on the Silk Road Construction and Cooperation in the Construction of Eurasian Economic Union” and proposed to invest in , Trade and capacity cooperation, strengthen the construction of logistics and transport infrastructure, study the long-term goal of promoting the establishment of a free trade area between China and the Eurasian Economic Union, promote domestic currency settlement in the areas of trade, direct investment and loans, and achieve currency swaps and deepen the Export credit, insurance, project and trade finance, bank cards and other financial cooperation. Both parties will uphold the principles of transparency, mutual respect, equality, mutual complementarity of various integration mechanisms, opening up to all parties in Asia and Europe and cooperation through bilateral and multilateral mechanisms. Relevant government departments of China and Russia are implementing a series of important consensus on cooperation. Both China and Russia stress that Shanghai Cooperation Organization should be regarded as an important platform for docking and cooperation with the Eurasian Economic Union for the “Silk Road Economic Belt”, broaden the space for pragmatic cooperation between the two countries, promote the economic integration of Europe and Asia and safeguard regional peace and development of. At present, how to use the SCO platform as a concrete platform to implement the “Silk Road Economic Belt” and docking with the Eurasian Economic Union is the crux of the issue. The connection between the “Silk Road Economic Belt” and the Eurasian Economic Union in Central Asia has a demonstration effect on promoting the overall construction of the “Silk Road Economic Belt.” Our editorial department specially invited experts and scholars from China, Russia and Kazakhstan to discuss how the “One Belief and One Alliance” can connect with Central Asian countries and how Shanghai Cooperation Organization can play its role in docking. “The specific projects and priority areas of cooperation in Central Asia are facing the risks and obstacles in promoting the docking process of the” One Belt and One Belt and One Road, "and propose ways and policy proposals for resolving the issue.
