20世纪初,中国出现了创建商办铁路公司的高潮。由于中国经济落后,工商业发展不平衡,各商办铁路公司的资金筹集采取了不同的方式,内部的组织管理也相差较大,但整体上存在着缺少资金,组织管理混乱,路线规划各自为政等问题,筑路成绩普遍较差。在此情势下,清政府把商办铁路收归国有。这在当时的历史条件下,有其客观必然性。
