质量管理的重点内容是控制。因为在产品生产流程中，由于受客观环境或操作者生理、心理变化的影响，脱标和失控常常难以避免。这种现象，在铁路运输部门尤其表现得明显，其结果便是令人震惊的事故。铁路运输作业随机性强、变化多、环境杂，加以工作人员不可避免的波动性，工序质量失控是难以全部避免的。铁路运输同其它加工业的最大不同，是生产流程中没有专门的质量检验机构，一旦某一环节发生质量失控，都可能诱发出不安全的后果，而且是不可弥补的。所以说，工序质量控制在铁路运输部门有突出的重要意义。
The focus of quality management is control. Because in the production process, due to the objective environment or the operator’s physiological and psychological changes, off-label and out of control are often difficult to avoid. This phenomenon, especially evident in the rail transport sector, has resulted in a shocking accident. Randomness of railway transport operations, changes in the environment complex, to be inevitable staff volatility, the quality of the process is out of control is difficult to avoid. The biggest difference between rail transport and other processing industries is that there is no dedicated quality inspection agency in the production process. Once a link is out of control, its quality may induce unsafe consequences and is irreparable. So, process quality control in the railway transport sector has a prominent significance.
