Abstract：At present，with the development of economic globalization and regional economic integration，the prosperity of cultural industry has set off an upsurge in the world.The cultural industry covers a wide range of categories，among them，film，as a hard carrier of a country's cultural soft power，as early as more than 100 years ago，it began to become a cultural entertainment mode with broad popular base and social influence.Therefore，to strengthen the industrialization of film festival management has strategic significance in today's society.

According to Maslow's hierarchy of needs，when the basic material needs of human beings are satisfied，higher levels of demand will emerge.With the increase of residents' disposable income，people will invest this part of income into the pursuit of spiritual products.At present，with the mutual integration of culture and economic society，the cultural content of the economy has been constantly improved，the economic function of culture has been obviously enhanced，and the development of cultural industry has set off an upsurge in the world.
Nowadays，in the western developed countries，film products are closely linked to form an industrial value chain of "upstream development，middle expansion and downstream extension".In the mature film industry chain such as Hollywood，derivatives as a downstream extension is a link that brings huge profits，the profit of a relevant consumer product exceeds the film sales，obtained multiple and enlarged profits through various business means.Film industry has become a big film industry，gradually becoming the creative core of the entire cultural industry，providing content resources and economic power for star economy，advertising，performing arts，service industry，etc.
Film industry is a huge social system engineering，is associated with a variety of industry radiation，just as “the universe planet” mode，has a variety of development.
Therefore，vigorously flourishing and developing the film industry is of great significance to strengthening national cultural construction，meeting people’s spiritual and cultural needs，promoting coordinated economic and social development，expanding the country’s international competitiveness and influence.
