导言 10多年来,我有幸五次访问中国,考察了十几所中小学,75所高等院校,其中包括铁道学院、电视大学、教育学院和名牌大学(科蒙迪,1982,1983)。最近一次访问是1993年秋,我用6周半时间走遍全国,与25所中小学和大专院校的管理者和教师进行讨论,主要是讨论中国少数民族教育问题(见表一)。同时,我会见了国家、省、地方政府和其他官方机构的代表,其中有国家教委(SEDC),中国教育国际交流协会(CEAIE)和国家民族事务委员会(SNAC)。 最近这次较大范围的考察,集中于中国的少数民族教育,特别是高等教育、文化保护和经济发展之间的关系,以及中国人对这些问题的考虑。
Introduction For more than 10 years, I have had the privilege of visiting China five times and inspecting more than a dozen primary and secondary schools and 75 institutions of higher learning, including the Railway Institute, the TV University, the Institute of Education and the prestigious universities (Comandi, 1982, 1983). The most recent visit was in the autumn of 1993. I spent 6 1/2 weeks traveling all over the country to discuss with the managers and teachers of 25 primary and secondary schools and tertiary institutions. I mainly discussed the education of ethnic minorities in China (see Table 1). At the same time, I met representatives of state, provincial and local governments and other official agencies, including the State Education Commission (SEDC), the China Education Association for International Exchange (CEAIE) and the National Ethnic Affairs Commission (SNAC). This relatively recent survey has focused on the relationship between ethnic minority education in China, especially higher education, cultural protection and economic development, as well as Chinese considerations of these issues.
