从量化研究市区以上南流江流域水资源的三个特点出发，提出了水资源开发及利用的四个标准，用四个标准结合三个特点，提出了总体规划和分期开发的建议。
From the quantitative study of the three characteristics of the water resources in the Nanliu River Basin above the urban area, four standards for the development and utilization of water resources are proposed. Using the four criteria combined with three characteristics, proposals for overall planning and development in phases are proposed.
