“爆竹一声辞旧,桃符万象更新。”这是1000多年前五代十国就已经流传的一副春联。从那时候起,燃放烟花爆竹就已经成为春节辞旧迎新的特有习俗。出于安全、环保等因素的考虑,前几年很多城市都颁布了禁止春节燃放烟花爆竹的禁令。就连华人众多的美国纽约市,也在1996年发布了禁放令。发布禁令容易,可是要真正改变千百年来根深蒂固的风俗却很难。很多地方禁放几年,逢年过节也没能消除此起彼伏的鞭炮声。鞭炮的危害的确是需要注意的,但政府的作用应该是加强防范和管理,而不是怕出安全问题就干脆采取简单的强制措施。何况春节放鞭炮还涉及到一个文化传统和生活习俗问题,鞭炮解禁与否应该由市民说了算。沈阳、长春、哈尔滨都由原来的全面禁放转变为指定地点、指定时间的限制燃放。

Even the vast majority of New York City, the United States, also released a 1996 ban. Issuing a ban is easy, but it is hard to truly change the deep-rooted custom that has existed for centuries. Banned in many places a few years, the holidays did not eliminate the sound of firecrackers one after another. The harm of firecrackers really needs attention, but the government’s role should be to strengthen prevention and management, rather than fear the issue of security simply take simple coercive measures. Not to mention the Spring Festival firecrackers also involve a cultural traditions and customs, fire ban should be banned by the public. Shenyang, Changchun and Harbin all changed from the original full prohibition to designated locations and the time limit was set for discharge.
