In the early days of independence, the U.S. adopted a confederation system, and the disadvantages of the confederate system were quickly exposed, causing dissatisfaction among the various classes. Washington, Hamilton, and others agreed that the central government must have more power. In May 1787, the Confederate Congress decided to convene a conference to amend the confederal regulations. The delegates broke through the original intention on the basis of compromise and worked out a new constitution, which is known as the Constitutional Conference. The Constitutional Convention was held in Philadelphia from May 25th to September 17th, 1787. Washington was the chairman of the conference. In addition to Rhode Island, 55 representatives from 12 states attended the conference. The conference focused on three major contradictions: central and state powers
