本文将通过微观分析兰州水污染事件,揭示其背后存在的国企私有化改革和新公共管理在中国进行实践的效能问题,并对该问题进行简要的陈述、概括,微观性地分析其具体存在的问题,主要结合胡德对新公共管理构建的核心要素原理,从公共组织构建、竞争态势的形成、维持节约与有序原则、服务范围层次导向、绩效考评、服务产出标准、互动机制等角度、元素,分析该案例中公共部门私有化改革的得失利弊。以此为基础,涉及当前存在国企体制、组织结构以及部门运行等改革阻力,以及原理同现实结合度脱节等问题。
