新中国成立之初,1950年1月,为做好援华苏联专家的接待工作,中国政府成立了政务院专家招待处,这是新中国最早的外国专家服务管理机构。随着苏联和东欧社会主义国家来华专家规模不断扩大,为加强专家管理工作,1954年4月,政务院专家工作局成立。2014年4月9日,国家外国专家局迎来了60岁生日。 At the beginning of the founding of New China, in January 1950, in order to provide good reception to Soviet experts, the Chinese government set up an expert council for government affairs, which was the earliest service administration agency for foreign experts in New China.
