“公平”是当今文化工作的重点内容之一,文章从信息公平的内涵及理念出发,阐述高校图书馆服务社会化面临的三大矛盾:“对内服务”与“对外服务”的矛盾、走“公益性”还是“商业性”道路的矛盾、资源知识产权和公众信息获取权的矛盾,并提出几项合理机制:分阶段逐步开放机制、“个人免费、团体增值服务收费”机制、“横向联盟、纵向合作”的整合互助机制,以及“无偿+有偿”结合的数字资源开放机制,试图促进社会资源信息公平,满足公众文化需求。
“Fairness ” is one of the key contents of current cultural work. Based on the connotation and concept of information fairness, the article expounds the three major contradictions facing the socialization of university library service: “Internal service ” and “Foreign service ”Contradictions, the “ public welfare ”or “ commercial ”road contradiction, resource intellectual property rights and public access to information, and put forward several reasonable mechanisms: gradual opening up mechanism in stages, “ individual Free, Group Value-added Service Charges ”,“ Horizontal Alliance and Vertical Cooperation ”, and Digital Resources Opening Mechanism of“ Gratis + Compensation ”to try to promote the fairness of social resources and satisfy the public cultural needs .
