如何正确对待和处理当前的警民关系，努力改善警民关系，是各级公安机关值得高度重视并深入研究探讨的一个重要课题。杭州市公安局拱墅区分局就此问题开展了一次深入、详实的问卷调查。根据调查情况，提出了要按照“三个代表”的要求全面加强和改善警民关系。１．端正指导思想，切实当好最广大人民利益的忠实代表；２．坚持传统与现代相结合，寻求改善警民关系的新路；３．科学建设公安队伍，推进整体素质的提高；４．坚持内治和外治相结合，落实从严治警措施；５．打防并举，认真履行公安机关的职能。
