作为农业发展的经济主体,农户起着至关重要的作用.我国当前的政府环境管理模式和体制对于农村环境污染的治理作用有限.尤其将广大农户排除在决策监督主体之外是最大的缺陷,而农户恰恰是农村环境保护和治理中一支不可或缺的重要力量.农村环境保管理仅仅依靠政府是行不通的,它需要广大农民的共同参与,这样从而可以改变“违法成本低,守法成本高”的现状.
