随着中国民航飞行流量的持续高速增加,空中交通管制服务的安全风险已进入高压期和多发期,风险一旦失控,就意味着事故的发生或可能发生。我国空管风险管理还处在起步阶段,在管理体制、管理思想、管理理论等方面都还存在明显的问题。将科学的风险管理方法引入空管安全管理之中是未来空管安全管理模式的必要之举,建立科学的风险管理体系,将使安全管理水平持续大幅度提高,事故和事故征候率将大大降低。本文主要针对当前的空中交通管制服务风险管理进行初步的分析和研究。
With the continuous high-speed increase of civil aviation flight volume in China, the safety risk of air traffic control service has entered a period of high pressure and multiple periods. Once the risk is out of control, it means the accident may occur or may occur. China’s air traffic control risk management is still in its infancy, there are still obvious problems in the management system, management thinking, management theory and so on. The introduction of scientific risk management methods into the ATC safety management is necessary for the future ATC management model. Establishing a scientific risk management system will greatly improve the safety management level and greatly reduce the accident and incident rates . This paper mainly analyzes and studies the current air traffic control service risk management.
