产品是工业企业的生产经营基础和技术活动核心,也是地方财源和地区综合经济实力的象征。近几年来,我省县级企业大力推动科技进步,狠抓产品结构调整,积极开发新产品,工业水平有了较大飞跃。但与沿海和发达地区相比,还存在不小差距,突出表现为五多五少,即:初级和中间产品多,终端产品少;劳动密集型、低值产品多,技术密集型、高附加值产品少;大路货产品多、名优特新产品少;同化、老化产品多,更新换代产品少;内销产品多,创汇产品少。为了迅速扭转这种被动局面,必须以产品战略为突破口,以提高经济效益为中心,积极推广应用新技术、新工艺、新材料,
