档案馆工作效率、业务水平和管理水平的高低,主要取决于员工的素质与结构,研究如何提高档案馆工作人员的素质,组成最佳的结构,对于发展档案馆事业,办好档案馆,更好地开发档案信息资源为社会主义事业服务,有着重要的意义。本文就我国档案馆人员素质的现状,档案馆人员应具备的素质结构,以及提高档案馆人员素质的途径与方法,陈述管见,就教于档案界同行。 一、我国档案馆人员素质的现状 截至1990年,全国有各级各类档案馆3500多个,专职人员二万余人。它是一支较好的队伍,为建设和发展档案馆事业,为四化建设服务作出了可喜的贡献,取得了重要的成就。但是,要建设好这支队伍,适应新形势下档案馆工作发展的需要,就必须全面分析它的现状,重视其不足之处,提出建设与发展的措施。 档案馆人员的素质状况,据1990年统计,情况如下(见附表)。

First, the status quo of the quality of our archives staff As of 1990, the country has more than 3,500 various types of archives at all levels, more than 20,000 full-time staff. It is a relatively good team that has made gratifying contributions to the construction and development of the archives cause and to the four modernizations construction services and has made important achievements. However, to build this contingent and meet the needs of the development of archives in the new situation, we must comprehensively analyze its current situation, attach importance to its inadequacies and put forward measures for construction and development.
