在定期的高级双边磋商中,欧共体委员会要求日本实施“进一步开放市场的政策”。欧共体提出了日本经济阻碍进口及其结构因素的问题。尽管欧共体对日本的出口增长了25%,但是赤字仍从1989年的215亿欧洲货币单位,上升到1988年的241亿欧洲货币单位。因此,欧共体认为:让日本“更进一步开放市场,可以使这种趋势得以改变”。其开放范围包括:农业,加工食品业、水产业、皮革制造业及其它一些服务行业。
In regular high-level bilateral consultations, the EC Commission requested Japan to implement a “further open market policy.” The European Community raised the issue of the Japanese economy’s impediments to imports and its structural factors. Although the European Community’s exports to Japan have increased by 25%, the deficit has risen from 21.5 billion European currency units in 1989 to 24.1 billion European currency units in 1988. Therefore, the European Community believes that: “Let Japan further open up the market, this trend can be changed.” Its open areas include: agriculture, processed food, aquaculture, leather manufacturing and other service industries.
