从现有法律、规范性文件的规定出发,研究破格提拔干部制度的内涵、标准和限制等基本问题,是提出更具针对性的制度构建类完善路径的基础。破格提拔干部制度是突破一般的升职条件和任职资格的用人机制,着重把握好对特别优秀和工作特殊需要的认定。通过对规范的系统研究可以看出,该类法律规范已初具规模,但很多地方仍缺乏细化规定,已有的地方规范性文件也应随高位阶规范的修订及时更新。同时,相应的考试制度和任前培训制度也应加强。
