当前,通信信息诈骗已成为全球性问题。数据显示,美国消费者每月接到超过8600万个诈骗电话;2015年澳大利亚因通信信息诈骗损失了2.29亿澳元;2013年通讯信息诈骗使英国人损失超6.7亿英镑。在我国,通信信息诈骗治理也成为一大长期难题。今年8月下旬的“徐玉玉诈骗案”更是牵动公众神经,引发舆论热潮,各方呼吁尽快根治通信信息诈骗,保障用户信息安全。纵观全球治理经验,虽然通信信息诈骗存在诸多治理难题,但美、英、德、日等国政府已从立法、规范、制度等层面进行有效实践,为我国治理工作提供了有益示范。
At present, the fraud of communication information has become a global problem. Data show that U.S. consumers receive more than 86 million monthly calls; in 2015, Australia lost A $ 229 million due to information fraud in communications and 2013 credit fraud caused the British to lose over £ 670 million. In our country, communication information fraud management has also become a long-term problem. In late August this year, the “Xu Yuyu fraud case” is affecting the public nerves and sparking a public opinion craze. All parties called for the quick cure of information fraud and safeguarding user information security. Looking at the experience of global governance, although there are many governance problems in the scams of communications and information, the governments of the United States, Britain, Germany, Japan and other countries have carried out effective practices from the aspects of legislation, regulation and system and provided beneficial examples for our country’s governance.
