武器装备大修目标明确,受资金、人员等资源和时间限制,且具有一次性特点,同时在大修过程中存在各种风险,完全符合项目的基本特征。因此,用项目管理方法指导装备大修,能使大修进程和质量得到有效保障,能使大修管理更加规范、系统。本文主要在分析武器装备大修实行“项目化”管理的必要性和可行性基础上,提出了大修项目管理工作流程,为现代武器装备大修管理提供一种新的指导思想和方法论。
Weapons and equipment overhaul clear objectives, by the funds, personnel and other resources and time constraints, and has a one-time characteristics, while there are various risks in the overhaul process, in full compliance with the basic characteristics of the project. Therefore, the use of project management methods to guide equipment overhaul, overhaul the process and quality can be effectively protected, make overhaul management more standardized and systematic. Based on the analysis of the necessity and feasibility of the “project management” of overhaul of weaponry and equipment, this paper puts forward the workflow of overhauling project management and provides a new guiding ideology and methodology for the overhaul management of modern weaponry.
