我国集体林权制度改革与公益林生态补偿制度在实现林业的生态价值、经济价值、社会价值的目标上高度一致,公益林生态补偿是实现林权改革既定目标的重要途径,同时林权改革为生态补偿市场化奠定了坚实的基础。但现阶段由于我国公益林生态补偿制度明显滞后于林权改革步伐,如公益林的划分和补偿范围的界定不合理、补偿方式和资金来源单一、补偿标准低等,在一定程度上制约了林权改革的进程和成效。我国应科学合理地界定公益林补偿范围,导入市场机制完善公益林生态补偿方式,提高生态补偿标准实现合理充分的补偿,更好地为林权改革保驾护航。
The reform of collective forest rights system in China and the ecological compensation system for public welfare forests are highly consistent in achieving the goals of ecological value, economic value and social value of forestry.
